Your bitch is suffering from false pregnancy (if she wasn't bred and is not about to give birth). This disease is caused by hormones, in which the bitch feels as though she is carrying puppies, when in fact she is not. In this case it is necessary to take all her toys away from her, so that her milk glands are not stimulated to produce milk. If her milk glands are swollen and milk is seeping from her teats, this could lead to an infection of her milk glands. Symptoms of this are a hardening of the teat, the bitch is sad, she often has a fever around 40°C, and more often than not, breathes rapidly. in this case, it's necessary to immediate apply a compress of soft cottage-cheese on the milk gland and seek veterinary assistance, who will prescribe antibiotics and pills to suppress lactation. If the milk gland is not swollen and hard, and the bitch seems to be feeling fine, then she only needs the lactation suppression pills for 5 days.
